On Efficiency and Democracy during the Development of Western Public Administration Theory

Revolving around efficiency and democracy as two themes, western public administration theory can be classified into four stages, namely, traditional public administration, new public administration, new public management and new public service. At these four stages, two themes take the predominant positions by turns, which can well illustrate efficiency and democracy are indispensable to public administration, so the research on public administration should focus on the integration and mutual promotion of the two.
