论两岸共同市场的构建及运行中存在的问题

论述两岸共同市场提倡从商品、资本、人员、技术自由流动的角度去整合两岸经贸。对两岸共同市场的相关文献作了简要综述并就构建现状作简要分析,总结出两岸共同市场在运行中存在的主要问题有:大陆和台湾之间的开放度不对等,台湾当局以两岸经济规模不对称为借口,宣称对大陆开放台湾市场会给台湾经济造成严重冲击,长期对大陆实施限制性的经贸政策。通过实证分析,得出台湾当局应该取消对来自大陆出口产品和陆资入台的限制,从共同市场角度去整合两岸经贸的结论。

The Construction of Cross-straits Common Market and Problems of the Operation

This paper discusses the cross-straits common market advocate from the way of production factors such as commodity,capital,labor and technology flow freely to integrate two sides of Taiwan traits economic and trade cooperation.This paper focus on the current situation of cross-straits common market,analyzes the problem in the actualization of cross-straits common market which is that the openness between Taiwan and mainland is asymmetry.The cross-strait economic scale of asymmetry is the excuse of Taiwan authorities to claimed that the openness of Taiwan market to mainland have a serious impact on Taiwan economy.The Taiwan authorities should impose restrictions on cross-strait economic and trade cooperation.This paper uses an empirical analysis on cross-strait economic,then shows that the Taiwan authorities should not impose restrictions on cross-strait economic and trade cooperation.It proves that only if Taiwan call off the restriction,cross-strait economy can be developed for a long time from the way of the cross-straits common market.
