| Abstract: | To reduce the loss by agency in the evaluation of degree program development and quality, considerations should be given to the changes in the orientation of implementers in a background of decentralization; risk control systems should be set up for administration, academic performance,-institutions and procedures; solutions should be found for the dilemmas of quantity against quality, balance against priority, needs against reality, activity against passivity in the development of degree programs. |
