| 摘 要： | 我国从20世纪80年代中期开始对贫困残疾人制定专门的政策规划,目前已初步建立比较规范的扶贫政策体系,但在实施过程中也存在一些问题,主要表现为重“积极性的“扶贫开发建设,轻“消极性的“安全网建设;重东部,轻西部;重工程建设,轻人力资本开发;重实物扶贫,轻精神扶贫;重新制度建设,轻现有制度整合。为此,需要建立三个层次的扶贫政策。
