| 摘 要： | 每所高校的建设与发展都要有准确、合理的办学目标定位,在办学实践中人们常常把“办学的类型”和“办学的水平”相混淆。造成这种认识偏差的原因主要是政府、社会和高校重视了高等学校的共性而忽视了各类高校的个性。

| Abstract: | In the different universities, there must be accurate and reasonable targets of running a school, but "the school type" and "the school level " are usually confused in the practice of running a school. The reasons lead to this recognizing deviation are that the government. The society and the universities attach importance to the general characters while neglect the individuality of the different universities. |
