| 摘 要： | 努力寻求执政的合法性基础，开发合法性资源，对于每一个执政党来说都是一件极为重要的事情。1949—1956年中国共产党在承继历史合法性的基础上，通过推行一系列有益于广大民众的政策措施，获得了较为丰厚的执政合法性基础，也为日后的执政积累了宝贵的经验。

| Abstract: | It is very important for the ruling party to seek for the legitimacy foundation and exploit the legitimacy resources. From 1949 to 1956, inheriting the historic legitimacy the CPC adopted a series of policies and measures for the goods of the people, thus obtained solid legitimacy foundation and accumulated valuable experiences. |
