| 摘 要： | 实事求是地对第一代领导集体形成过程及其运行情况作综合分析，我们就不会得出“‘毛周体制’说违背邓小平‘领导集体’说”的结论。“毛周体制”是第一代领导集体的主要特征和基本属性，是第一代领导集体成熟的重要标志。“毛周体制”所揭示的宝贵经验，对于落实“三个代表”，加强领导班子建设具有重要意义。

| Abstract: | By a matter of fact analysis of the formation of the first leading group, we could conclude that Mao Zhou system is not in contradiction with Deng Xiaoping's leading group theory. As a major symbol of maturity of the first leading group, Mao Zhou system is the major feature and basic property of the group. |
