| 摘 要： | 重点大学录取名额投放不当,严重违背了公平原则,成为当今社会各界高度关注的热点。人们提出了废除高考,全国统一试卷、统一分数线,按人员比例分配名额等主张,对此不敢苟同。学校招生指标改革首先必须明确改革的基本原则,在此基础上提出改革的基本思路及其方法与步骤。

| Abstract: | The improper quota distribution of key universities has severely breached the principle of equity and thus attracted much attention from all levels of society.Some people have put forward such ideas like getting rid of the National College Entrance Examinations,unifying the testing papers and the enrollment score line throughout the country,and distributing the quotas according to the population,but sorry to say these ideas can not be agreed without serious thoughts.We should first clarify the basic principles of reforming the quota distribution,and then work out the specific methods and procedures of the reform. |
