| 摘 要： | 立法过程是一个多种利益冲突与平衡的过程。在我国立法的“多种利益”冲突中,最突出的表现是不同政府部门之间的利益冲突,其产生有着深刻的政治和制度原因。只有从探索部门利益冲突的根源出发,才能寻找到解决部门利益冲突的最佳途径。

| Abstract: | Lawmaking-process is the process of conflicting and balancing various benefits.The conflicts among governmental branches are prominent in China.The conflicting of branch benefits results in the difficulty of lawmaking or failure to execute the law.All these result from politics and institution. Therefore,we should explore the original reasons firstly before searching for the ways to resolve the problems. |
