| 摘 要： | 以唯物辩证法的科学方法解读重大突发事件,其偶然性与必然性共存、危难性与机遇性同在,具有鲜明的二重性。对重大突发事件的二重特性深入研析,在偶然中把握必然,在危难中抓住机遇,对于成功应对突发事件、提高党和政府的危机管理能力,及促进社会政治经济生活各层面的各个领域不断发展创新、与时俱进,都具有十分重要的意义。

| Abstract: | Interpretation of major emergencies with the scientific method of materialist dialectics,which have a distinct duality that chance and inevitability or crisis and opportunity of coexistence.With in-depth analysis the dual features of major emergencies,and grasping the chance in the inevitable,in times of seizing the opportunity to successfully deal with emergencies.That has very important significance for the party and the government’s crisis management capabilities and to promote all levels of the political and economic life of various fields continue the development of innovative,advancing with the times. |
