高校津贴分配制度改革的实践与再思考

摘    要:结合高校津贴分配制度改革的实践,阐述了高校津贴分配制度对调动广大教职工积极性,稳定和吸引一大批学术带头人和学术骨干,加快学科队伍建设,提高教学质量和科研水平起到了促进作用;分析了津贴分配制度在实施过程中呈现出的种种弊端;提出了高校津贴分配方案模型的设计要充分考虑人性化、保障性、激励性、公平性、竞争性和可操作性,以及要正确处理好几个方面的关系,这对进一步完善高校津贴分配制度有一定的借鉴意义。

Abstract:This paper,combined with the practice of the reforms of the distribution system of subsidies at higher institutions,expounds the promoting functions of this system,which can mobilize the enthusiasm of the faculty,stabilize and attract a large group of academic leading persons and backbones,speed up the construction of school subjects,and increase teaching qualities and research levels.It analyses all kinds of malpractices of the system in the process of being carried out.It points out that the design of the model of the distribution plans should fully take into consideration humanism,safety,stimulation,equality,competitiveness and its feasibility,and that some relationships should be dealt effectively with,which will be of use for reference for the further perfection of the system of the distribution system of subsidies at higher institutions.
