| 摘 要： | 我国目前已有的火电企业绩效评价体系过分注重企业自身效益,对其他利益相关者关注不够;只关注企业内部的绩效评价,忽视从国家层面基于可持续发展的评价。构建"三层一体"评价体系从项目、企业、国家3个层面对火电企业分别进行评价,评价结果有利于国家从宏观角度监控火电企业,实现资源的优化配置,推进节能减排工作的实施,最终促进可持续发展。
