基于高等教育供给侧改革的学风建设转型

在长期的需求侧拉动发展中,高校学风问题积重难返;而由此产生的"控制型"学风建设模式,又以其功利性、短期性、被动性等先天缺陷而收效甚微。基于供给侧改革的新思路,文章提出了学风建设模式的"转型"这一迫在眉睫的新课题,并从理念的转变、体制的重构和机制的创新等三个方面,重点阐述了顺利实现这一"转型"的三大保障条件,旨在构建起以激活内需、激发自主发展为导向的"引领型"学风建设新模式,有效提高供给体系质量和效率,全力提升人才培养质量和水平,切实推动高等教育的内涵式发展。

The Transformation of Academic Atmosphere Construction Based on the Supply-Side Reforms of Higher Education

In the long-term development driven by the demand-side,the problems of academic atmosphere in universities are hard to solve.The resulting"control-oriented"academic atmosphere construction model produces very little effect with its utilitarian,short-term,passive features and other congenital defects.Based on new ideas of supply-side reforms,this paper puts forward the urgent new topic:the"transformation"of the academic atmosphere construction model.And then the paper mainly expounds three guarantee conditions for realizing this"transformation"smoothly from three aspects:the change of idea,the reconstruction of system and the innovation of mechanism.It aims to build a new"leading-style"academic atmosphere construction model by stimulating domestic demand and stimulating independent development,which will effectively improve the quality and efficiency of the supply system,improve the quality and level of talent cultivation,and promote the connotation development of higher education.
