| 摘 要： | 我国整体教育投入水平低、投入总量分配使用失衡、政府间财力格局与义务教育事权责任不对称,这些因素造成了我国农村基础教育长期以来投入不足。为改善这种不利状况,我们要重新划分各级政府在农村基础教育投入上的事权和责任,多渠道筹措教育经费并建立和完善基础教育投入的管理机制。

| Abstract: | The poor investment,the unbalanced investment distribution,the asymmetry between the pattern of finance and the duty of compulsory education,all of these have caused our long-range rural elementary education investment shortage.In order to improve the situation,we should re-delimit the powers and duties of the governments of different levels to the rural elementary education investment,raise education funds in different ways,and establish and perfect a regulatory system of the educational investment. |
