改革开放以来我国农村社会养老保险制度的发展与思考

农村养老保险制度直接关系到广大农民的切身利益,影响着农村的经济发展与社会的和谐稳定。新中国成立后,尤其是改革开放以来,国家对农村的养老保险进行了积极的探索。但是,基于我国的国情和农村社会的实际,尤其是老龄化的日趋严重,农村养老保险制度和与农村养老实际需求之间的差距日益凸显。本文通过回顾改革开放以来我国农村社会养老保险发展的演进,重点分析我国现行的农村养老保险存在的问题,在借鉴以往养老保险的经验教训的基础上,提出进一步完善的措施,为农村养老保险保障体系的建立提供有益的理论依据。

An Reflection on the Development of Rural Social Endowment Insurance System since the Reform and Opening- up in China

Rural social endowment insurance system is directly related to the immediate interests of numerous farmers and also influence on the rural economic development and social harmony and stability.Since 1949,especially since the reform and opening-up,the state has actively explored the rural old-age insurance.However,based on the national conditions and the reality of rural society,especially due to the serious situation of the aging problem,the gap between the current system and actual demand in rural endowment insurance is increasing prominently.This paper reviews the evolution of the development of rural social endowment insurance since the reform and opening-up and focuses on the analysis of the current existing problems.Based on the experience and lesson in the past endowment insurance system,the paper proposes measures to further improvement,and provides useful theoretical basis for the establishment of rural pension insurance system.
