The accomplishment of a bolanced development of compulsory education is an important policy objective of the basic education of our country.Regional advancement has been made feasible by the establishment of relevant policy systems,the initial completion of the project of popularization of nine-year compulsory educa- tion,and the setting up of the county-based management system.Thus,regional advancement is the basic tactic for accomplishing a balanced development of rural compulsory education,and its fulfillment must depend on the ini- tiative of regional education policy makers,the perfection of the policy system,and the powerful safeguards for the carrying out of the policy.
