摘    要:实现义务教育均衡发展是我国基础教育发展的重要政策目标。国家相关政策体系的建立、“普九”工程的初步完成以及“以县为主”管理体制的建立都为区域推进提供了可能性和现实基础。因此,区域推进是实现农村地区义务教育均衡发展的基本策略。而区域推进必需依靠区域教育政策主体的主动性、政策体系的完善性以及政策执行过程中的有力保障。

Abstract:The accomplishment of a bolanced development of compulsory education is an important policy objective of the basic education of our country.Regional advancement has been made feasible by the establishment of relevant policy systems,the initial completion of the project of popularization of nine-year compulsory educa- tion,and the setting up of the county-based management system.Thus,regional advancement is the basic tactic for accomplishing a balanced development of rural compulsory education,and its fulfillment must depend on the ini- tiative of regional education policy makers,the perfection of the policy system,and the powerful safeguards for the carrying out of the policy.
