国家政权建设与乡村发展--对革命后中国乡村社会现代化进程的反思

有效的合理化的国家政权建设是乡村现代化必不可少的重要内容。革命后中国乡村社会的国家政权建设是以国家对乡村政治、经济、文化等领域的高强度动员与监控为根本特点的，国家力量的特殊作用保证了国家政权建设任务的基本完成，但这一过程中也有一些问题值得深思，如传统与现代的关系问题、国家动员与监控的深度问题、集权与分权问题。总结建国以来乡村社会国家政权建设的经验教训，当前我们应在已经集权的基础上适当扩大社会的自主空间，实现国家与社会的权力互强。因此，以发展基层民主为主要内容的国家政权建设战略是符合中国国情的，我们应以名副其实的村民自治来推动国家对乡村社会的整合与乡村现代化的实现。

The State-building and the Rural Development--Reflection on the Process of State-building of New China

It is necessary and important for the rural development to have the policy of effective and rationa lized state-building.The state- building of rural society in New China is successful on the whole,but there are still some questions which we sho uld pay attention to.So the strategy of village autonomy is suitable for the nation's conditions,and we should give our best to push it forward.
