坚定地鼓励、支持和引导非公有制经济发展

文章从我国现行宪法第十一条的三次修改上，分析非公有制经济地位的提升过程：从个体私营经济是促进我国社会生产力发展的重要力量、具有对经济与社会发展的六大功能上，论证个体私营经济存在和发展的必然性、必要性；最后阐明如何消除障碍、优化发展环境和怎样提高业主素质，以促进个体私营经济快速、健康发展。

Firmly Encourage,Support and Guide Non-public Owned Economy

This article analyzes the promoting process of the non-public owned economy from contrasting the three editions of amendment of the 11th item in the constitution. As individually and privately owned economy is the main force for furthering the social productive forces and it has six functions for promoting economical and social development,its existing is inevitable and necessary. In order to ensure its rapid,healthy and stable development,we should remove obstacles,optimize its developmental environment and improve the qualities of the entrepreneurs.
