| 摘 要： | 改革开放30余年来,随着我国市场化改革的不断深入和经济的不断发展,农村保障制度的社会化改革和建设也在不断推进.然而,由于受城乡二元结构以及农村传统保障模式的羁绊,农村社会保障制度在变迁过程中呈现路径依赖的惯性特征.经过30余年渐进式改革,农村社会保障逐渐突破传统路径的依赖,不断走向制度化和规范化,逐步建立起独立于"生产系统"之外的社会化的保障制度,并从宏观层面上设计了与城镇社会保障制度接轨、实现城乡一体化制度的目标框架.但这一目标的实现不可能一蹴而就,必须选择分类设计、分步实施的梯度推进模式.
