| Abstract: | The criminal offences by the clandestine gangdoms have been increasing year after year at present phase, which endanger the country, the society and the people in many ways. Because of its characteristics and its complex cause of formation, it should not be solely prevented and cured by "the severe punishment". Various comprehensive measures should be taken instead. |
