A Framework for Assessment-Based Decisionmaking in Reading Education

He is interested in the cognitive processes, cultural practices, and education for literacy.;Chairman of the Department of Measurement, Statistics, and Evaluation and professor of Education and Psychology at the University of Maryland. He has served on the management committee of the Journal of Educational Statistics and the Journal of Experimental Education, and was a past president of the SIG, Educational Statisticians of AERA. His areas of interest include methodology, multidimensional scaling, test equating, and personnel selection.
