On Sport Institution Arrangement in Western Countries

The paper discusses the first,second and third institutions of sport in western countries,afterwards constructs the sport welfare triangle as the analysis model on the basis of the achievements of demonstration research in Germany,and expands it to all the western welfare countries to reveal its power of explanation.Finally,it analyzes the crisis of the welfare governments and sport institution arrangement in western countries.The author figures out that the important values such as comprehensive,coordinative and sustainable development and democracy,monocracy,equity and justice existing in the sport institution arrangement in western countries can benefit us in terms of creating harmonic sport and scientific management in China.
