张世英与清末秦州地方自治

宪政运动是清末新政的重要内容之一，地方自治是其基础。甘肃宪政运动因前任总督升允的抵制而迟滞不前，升允在被开缺之后，继任者长庚出于时间紧迫，便采取变通作法，一边为地方自治做准备，一边调在陕西渭南作知县、在任期间自治已办有成效的张世英来甘，先在其本籍秦州试办。由秦州自治规划及其依凭的思想资源大致反映出主持者对地方自治的基本理念，同时从秦州自治引发的社会各阶层的反应中也能了解清末当地的一些社会状况。

Zhang Shiying and the Local Autonomy in Qinzhou During the Late Qing Dynasty

Constitutional movement is a very important part of the series of reform in the late Qing Dynasty,which was based on the local autonomy.This movement in Gansu was delayed due to the resistance of Sheng Yun,the former Governor of Gansu.Chang Geng,his successor,promoted Zhang Shiying to be responsible for the reform in Qinzhou as a test.The planning and intellectual resources the local autonomy in Qinzhou relied on roughly reflect the basic ideas of Zhang’s understanding about local autonomy,and the then local society can be learnt from the responses from different orders of society.
