国内行业性图书馆联盟资源共享模式研究

介绍当前我国行业性图书馆联盟建设现状，分析依托于CALIS和依托于自建或商业系统的两大联盟共享模式，指出目前联盟存在以下问题：缺乏政府和法律力量支撑，功能拓展受限；非CALIS依托联盟组织管理机制亟须完善，创新和特色化合作较少等。针对如何完善行业性图书馆联盟资源共享模式提出几点建议：争取政府力量支持，充分尊重知识产权，注重交流和借鉴；完善联盟组织管理机制，注重创新和个性化合作拓展；注重新型技术应用；合理引入竞争、激励与市场机制等。

The Study on the Resource Sharing Models of Industry Library Alliances

The paper introduces the construction situation of industry library, analyses the two resource sharing models: relying on CALIS system and relying on built-in or business system. It analyses the problems that exist in current modes, including lack of government and laws support and limited function for consortia model, incomplete organization management mechanism, lack of creativity and special cooperation for non-CALIS consortia relying model. Then, it reached the points of striving for government support strength, fully respecting the intellectual property rights, paying attention to communication and reference,improving organization management mechanism, expanding innovative and characteristic services, paying attention to new technologies, introducing competition mechanism and market mechanism with reason, adopting incentive mechanism and emphasizing service exchanging among the alliances.
