| 摘 要： | 为了推进高等教育质量的全面提高,实现培养＂高素质专门人才和拔尖创新人才＂的目标,高等教育教学质量管理制度建设需完成三个转变：在观念上从控制走向合作,在途径上关注非正式组织的作用,在制度设计重心上兼顾正式制度和非正式制度建设。

| Abstract: | In order to promote all-round improvement of the quality of higher education,and to achieve the training objectives of the＂high-quality expertise and tip-top innovative talents＂,the construction of higher education quality management system requires to complete three changes：turned from control to cooperation in the concept,concerned about the role of the informal organization,given consideration to both formal and informal institution in the system design. |
