摘    要:较成熟的美国科研诚信教育政策形成了三方面的内在发展机制:第一,调查报告引导政策,这些专题性调研能够有效评估现有科研诚信教育状况,进而提出针对性建议以推动政策;第二,机构的培训经费、甚至研究经费的申请与强制性教育挂钩,推动了教育的普及化和规范化;第三,科学共同体自治与政府管制构成了极强的张力,贯穿于政策的演进。借鉴美国经验,中国科研诚信教育政策应当充分重视研究报告的价值,因地制宜地实施培训研究经费与教育结合的模式,重视科学共同体和政府双方力量,共同建构中国科研诚信教育。

Internal mechanism in the American research integrity education policy

Abstract:Responsible Conduct of Research Education in America developed maturely,and its policy form three main internal mechanisms.Firstly,research reports guide policies.Investigation reports can effectively assess the situation of Responsible Conduct of Research Education,so as to make practical proposals.Secondly,institution research funding is combined with compulsion scientific integrity education,so as to promote education popularization and standardization.Thirdly,the tension between scientific community autonomy and government control carry all through its historic development.In all,China should attach importance to investigation reports,and compulsory Responsible Conduct of Research Education should combined with research funding,furthermore,both scientific community and government play important roles in Responsible Conduct of Research Education.
