| 摘 要： | 构建了知识能力与信息能力模型,将信息安全与知识产权保护纳入能力范畴.认为知识能力和信息能力是个体或组织必不可少的基本素质,二者存在紧密联系,知识能力对个体或组织的要求比信息能力高.对信息应该从广义的角度加以界定,试图用指标体系对知识或信息能力进行测度是不合适的.
