| 摘 要： | 高职高专院校与本科院校的差距，核心是人才资源上的差距，主要表现在人事管理体制上存在很多问题，如管理观念和管理模式陈旧，人才队伍结构不合理，人才学历层偏低，缺乏竞争机制等；需要解放思想，更新观念，要自主培养开发和引进人才并重、机制创新，制度创新等环节进行改革。
