| 摘 要： | 实现地方院校社会地位的提升和教育作用的发挥，需要努力构建教师队伍建设的新机制。地方院校在教师队伍建设中普遍存在管理乏力的问题，要解决该问题可从爱校情感、经费筹措体系、激励约束机制效果、工作氛围等方面对地方院校教师队伍建设的机制进行创新性设计。

| Abstract: | To promote the status of local colleges and play the role of education, the new mechanism of teachers construction must be constructed. Local colleges are weak in administration of teachers construction. To solve the problem, innovative design should be implemented from the aspects such as emotion, fund raising system, the effect on restraint mechanism and working atmosphere. |
