新疆伊宁市特殊儿童生存现状调查与分析

"特殊儿童"是指孤儿、盲、聋哑、智力低下和肢体残障等儿童的总称。新疆伊宁市的特殊儿童多被放在家里由其父母照顾和教育,家长对其发展缺乏科学的规划,并且资金投入较少;社会公众对特殊儿童的关注多停留在了解层面,很少愿意采取具体行动;政府制定了一系列的补偿性社会政策和发展性社会政策,但特殊儿童的福利机构明显较少,福利设施相对匮乏,保障机制尚不健全。

An Investigation Report on the Living Conditions of Special Children in Yining City of Xinjiang

＂Special children＂is a general term referring to the children who are orphans,blind,deaf, mental retardation or physical disabilities that require special care of the community.Special children are mostly brought up and educated at home by their parents in Yining,Xinjiang.Their parents make less investment and are lack of scientific planning about their development.The public concern about special children is staying in the level of understanding with little concrete action. Government has developed a series of compensatory and developmental social policy for the special children, but compared with the growing number of special children, the welfare agencies are significantly less, welfare facilities are relative scarce, and the safeguard mechanism is not sound.
