| 摘 要： | 我国工程监理起步晚、基础差、成熟程度不够,亟待不断完善发展.目前制约其发展的问题很多,究其因,既有外部环境,也有内在因素.突破瓶颈的办法在于:一要不断完善监理法律法规体系;二要监管与引导并重,规范监理行业管理;三要加强监理行业诚信体系建设;四要提高监理行业的整体素质.
