试论东晋南朝民族政策的演变

东晋南朝民族政策的演变大体可分为三个阶段，第一阶段，从东晋至刘宋元嘉前期，以抚为主；第二阶段是元嘉后期，大规模伐蛮；第三阶段，从元嘉末年到南朝末期，对边境蛮族以抚为主，对腹地蛮夷加强了征伐。对腹地蛮夷的讨伐是逐渐深入的，从元嘉末年至萧齐末期，以讨伐长江中游的蛮族为主；梁陈则主要征伐岭南俚族。征讨重点的转移实质上就是六朝政府的开发行为从长江下游向中游、再向岭南的梯级深入的过程。

Evolution of the policy towards nationalities in the Eastern Jin Dynasty and the Southern Dynasties can be divided into three stages:the first stage lasted from the Eastern Jin Dynasty to the early period of Yuanjia in Liu Song,which was characterized mainly by consolation;the second stage lasted during the late period of yuanjia,which was characterized by sending massive armed forces to suppress the minorities;the third stage lasted from the last year of Yuanjia to the end of the Southern Dynasteis,which was characterized mainly by consolation towards the minorities on the borders and strengthening their punitive expeditions towards the minorities in central regions.Their punitive expeditions towards the minorities in central regions deepened gradually form the last year of Yuanjia to the end of Xiao Qi,they mainly went on punitive expeditions towards the minorities in the middle reach of the Changjiang River;the Liang Dynasty and the Chen Dynasty went on punitive expeditions mainly towards the Li nationality south of the five ridges.The transfer of the focus of punitive expeditions was actualy the process of the stepped deepening of the governments of the Six Dynasties' development from the lower reach of the Changjiang River to the middle reach of it and to south of the five ridges.
