| 摘 要： | 目前,广东流动人口已占常住人口的1/3,形成了留城不返农的城市流动心态,改革开放30年来为广东甚至全国的经济发展和教育事业均做出了巨大财政贡献,但其子女受教育情况却差异悬殊。因此,政府财政应该普惠民办教育,国家财政应该为民办学校实行财政支持,把对民办教育的财政扶助作为教育制度"顶层设计"的重大内容;要敢于打破利益格局,敢于改革创新,促进公民办教育和谐共同发展。
