| Abstract: | By referring to the source material such as "Japan Diplomacy Document",the article reveals the process and real intention of Japan signing "Coal and Iron Mutual Sales Contract" with Sheng Xuanhuai in 1899.By the effect of the initial stage,it can have a survey on its significance of the development of steel industry in modern China and Japan. |
