人力资源能力建设与西部大开发

摘    要:笔者探讨了人力资源能力建设的内涵。对西部地区人力资源能力从人力资源存量和能力水平两个方面进行了评价,提出西部地区要实施经济追赶战略,必须加强人力资源能力建设,提高人力资本存量,以人力资本积累为先导。只有当人力资本达到一定的规模,积聚到一定程度,对经济的作用才能发生质的飞跃,促进西部经济起飞。

Abstract:The author approaches the connotation of capacity constructuon of human resources and evaluates the capacity of human resources in Western part of China in the two fields of storage amount and capacity level and points out that the pursuit strategy in economy must be carrird out and the capacity construction of human resources must be strengthened by heightening the storage amount of human capital and taking the accumulation of human resources as our guide to action. Only when manpower capital reaches a certain scale and accumulates a certain degree, will the qualitative leap with manpower acting on economy take place and promote econmy takeoff in Western part of China.
