| Abstract: | In Shang Dynasty, there was some consciousness of caring for masses, which can be traced back to its "giving relief to masses", that is sparing labor force, caring for people's interests and ideas, and advocating virtue and morality. This has some direct and positive effect on the development of taking people as a foundation in the ancient China. |
