| 摘 要： | 西部大开发需要法律支持,开发需要法治,法治促进开发。西部大开发中的地方立法有其特殊的地位和作用。设计好相应的地方立法项目是提高立法质量的关键,为此需要有新的思路、新的突破。西部大开发中的地方立法,应该有符合地区实际的框架和内容。

| Abstract: | The"Remaking of China's Big West"needs very much the legal support.The development needs the governing of the law which in turn can promote the development.The local legislation in the"Remaking of China's Big West"bears special status and plays a special role.The designation of the items in the local legislation is the key process to improve the quality of legislation.Therefore there must be new ideas and new breakthroughs.Moreover there must be proper frameworks and contents which fit in the practical situation. |
