| 摘 要： | 文章在分析“源头现象”与生态补偿必要性的基础上，针对实现环境保护与经济社会协调发展的目标。结合金磐挟贫开发区实际。研究了异地开发生态补偿“金磐经验”，进而提出了健全和完善生态补偿制度的对策与建议。 |

| Abstract: | Based on analyzing headstrearn poverty phenomenon and eco-componsation necessity, this paper studies the experience and revelation of other exploitation eco-componsation Jinpan Model integrating Jinpan exploitation area so as to realize corresponding development of environment and economy and society. The countermeasures and suggestions of making healthiness and consummating eco-componsation system are put forwards, which are of great importance for region sustainable develonment. |
