三教统筹:农村剩余劳动力转移的"助推器"

农村劳动力素质不高是当前及今后实现劳动力转移的最大瓶颈因素。究其原因,农村基础教育、职业教育、成人教育比例失衡,管理体制上的条块分割,“三教”资源的相互隔离,是导致农村剩余劳动力科技文化素质低下的深层教育根源。贯彻实施“三教统筹”发展战略,必须破除“三教统筹过时论”的错误观念,实现思想理念的归位,构筑农村“三教统筹”的坚实思想基础;建立健全政策法规,形成农村“三教统筹”的长效保障机制;采取切实有效措施,实现农村“三教”的优势互补,联动发展。

The Balanced Development of Three Educations: the Transferring of the Surplus Labor Force in the Rural Area

The low quality of the labor force in the rural area is the bottle neck of the labor force shift in the present and the future.The reasons are the unbalanced basic education,vocational education,adult education,the division of the manage system,the mutual isolation of the education resources.To implement the "balanced development of three educations" strategy,we must eradicate the wrong idea of the obsolete of the "balanced development of the three educations",construct the solid thought foundation of it,establish the policy and regulations and the effect safeguard mechanism and make effective actions to realize the superiority supplementary and linkage development.
