| 摘 要： | 改革开放以来，我国确定了建设“小康”社会的奋斗目标，但到目前为止，我国仍然处于低水平的不均衡的发展阶段。党的十六大提出了全面建设小康社会的新目标，这一目标的实现就需要一个强大的高等教育体系的支撑。为此，本文提出了“建设高等教育强国”的目标与任务，并从规模，质量；质量，结构，效益，思想等五个方面提出了建设高等教育强国的努力方向。
