关于教育券的再认识--从新制度经济学角度的审视

本文从新制度经济学的视角，提出了教育券制度的核心内容并非是以教育需求为导向的的市场化，而是教育的私人品特征化，以及相应的市场和政府在公共教育资源支配力上的确定。在此认识之上，分别对在义务教育和义务后教育实行教育券制度的可行性，以及教育券制度的效率功能进行了讨论。

Rethinking of the Education Voucher: A Research Based on the New Institutional Economics

In this article, based on the new institution economics, we demonstrate that the substance of education voucher institution in fact is the transformation of the character from the public goods to private goods, and the verge of distribution of the dominant power of the public educational resources between the government and the market will be confirmed during the transformation correspondingly. On the basic of above conclusion, we respectively argt/e the feasibility of the education voucher in the compulsory education and high education system, and elaborate the efficient function of the education voucher institution.
