摘    要:本文对单个湿法脱硫设施取消GGH后导致PM2.5粒数暴增,众多火电企业同时采取相同措施导致大气中PM2.5粒数暴增等多重突变导致雾霾大暴发的演变过程进行了系统分析。研究分析了火电等主要领域雾霾治理的成效、不足和原因,以及相比雾霾大暴发之前大气中PM2.5质量浓度已有较大幅度下降,但大气能见度依然较差的原因。提出需要从雾霾大暴发前后大气环境系统发生的突变来精准地查找雾霾大暴发的根本原因,而不能只是在雾霾大暴发之后的大气环境系统内部找不同区域、不同时间的差异化原因;也不能把突发性的雾霾大暴发的原因归结到长时期内不会改变的产业结构偏重、污染物排放多等方面。在明确2013—2014年雾霾大暴发的根本原因后,提出雾霾治理的十条对策措施,以实现低成本快速精准治霾。

Find the Primary Cause for Haze Deal with the Haze in an Economic,Fast,Accurate Way

Abstract:The WFGD's demolition of GGH accounted for the sudden increase of PM2.5 particulate matter from the single facility,and large numbers of firms took action in the same time.This paper analyzed how these abrupt changes caused the sudden increase of PM2.5 particle and in turn the sudden burst of heavy haze systematically.The paper summarized the achievements,deficiencies and reasons of dealing with the haze in the major fields such as the thermal-power sector.The paper also discussed why the atmospheric visibility was still unsatisfactory with lower PM2.5 mass concentration compared with the days before the burst of heavy haze.It is essential to compare the atmospheric environmental systems' abrupt changes before and after the heavy haze to find the cause,but not limited to the comparison between areas and time after the heavy haze.The long run factors such as the industrial structure and pollutants' emission could not result in the sudden burst of heavy haze as well.After clearing the cause for the heavy haze in 2013-2014,we put forward ten countermeasures to deal with the haze in an economic,fast,accurate way.
