工业增长的水资源约束及其立法中利益主体合作关系演化博弈

正确辨识工业发展的水资源约束是制定水资源管理政策的基本前提。本文基于约束理论构建工业增长的水资源“多力爬坡概念模型”,分别从时空分布、社会经济和生态环境约束解释工业发展中水资源约束表征状态,进而采用演化博弈理论剖析工业用水立法管理中的利益主体合作关系,重点探讨利益主体合作之间超额利润、初始成本、工业用水调控与服务能力和贴现因子参数调控机制。研究结果表明,水资源对工业增长的约束具有较高复杂性,其中时空分布与社会经济的工业水资源约束主要体现于其阻滞效应,而生态环境约束则表现为产业用水效率的差异性;立法演化博弈分析中,支付矩阵可对利益主体策略选择存在显著影响,且系统初始状态较为敏感,工业水资源立法过程应合理推进各利益主体实现双向合作,并依据利益主体合作效益最大化的根本原则,提高可持续发展观念与积极营造良好的立法环境,才可构建有效的工业水资源法律保障制度,实现利益主体共赢。同时,立法保障中还要注重全流程用水定额、体系化规定机制、工业水价制度等方面的完善。

Water Resources Constraint for Industrial Growth and Cooperation Analysis between Stakeholders in its Legislation Based on Evolutionary Game Method

The analysis of water resource constraints in industrial development is the basic basis for formulating water resource management policies.Hence,the industrial growth of water resources "multi-force climbing concept model" was constructed based on theory of constraints (TOC),and the water resource constraint characterization in industrial development was divided into spatial and temporal distribution,socio-economic and ecological environment constraints. Cooperative relationship between stakeholders in industrial water legislation management was analyzed by evolutionary game method.Results showed that the constraint of water resources on industrial growth was complex,and the spatial and temporal distribution and socio-economic constraints on industrial water resources were mainly reflected in the blocking effect of water resources,but the constraint of ecological environment was mainly reflected in the difference of water efficiency of different industries.In the evolution game analysis of legislative,payment matrix had a significant impact on the strategic choice of interest subjects,and the initial state of the system was relatively sensitive.The legislation process of industrial water resources should reasonably promote the cooperation among various stakeholders,and improve the concept of sustainable development and create a good legislative environment to maximize the benefits of the stakeholders. Meanwhile,water quota in the whole process,systematic regulation mechanism,industrial water price system should be taken seriously in the legislative guarantees.
