| 摘 要： | 旅游景区的所有权、经营权和管理权的统分问题近年来一直争论不休,至今没有令人信服的解决方案。在旅游景区三权分离利弊分析的基础上,认为为了达到旅游可持续发展的终极目的,虽然三权分离是市场经济下的大势所趋,但是并非每类旅游资源都适合三权分离。一般而言,世界级的品牌旅游资源和公益性的旅游资源可以采取三权合一;国家级及其以下级别的旅游资源和商业性的旅游资源可以采取三权分离。
