| 摘 要： | 要建立社会主义和谐社会，执政者就要把各种错综复杂的社会矛盾、社会冲突进行整合。当前，最突出、最需要解决的是不平等的城乡二元结构体制，它严重影响着我国社会的和谐发展。本文从城乡二元结构中不平等的户籍制、工农业产品的“剪刀差”及公共资源分配不均等问题来探讨构建城乡和谐发展的治理机制与结构。

| Abstract: | To construct the harmonious society of socialism, the ruler should integrate all kinds of complex social contradictories and conflicts,The most outstanding and imperative problem at present is the dual systems, It affects the harmonious development of our society seriously, This article tries to discuss the construction of the mechanism and structures of the harmonious development between urban and rural areas from the problems such as unfair register system , the disparity of scissors of the prices between agricultural and industrial products and the inequitable allotments of public resources in the dual systems . |
