| 摘 要： | 从经济刺激视角分析了中国城市生活垃圾收费现状,提出城市生活垃圾按排计费,并分析了其确立原则、经济学理论基础、具体收费核算模式、实施应遵循的原则、影响因素以及使其顺利实施的保障条件,以期为城市政府提供城市生活垃圾收费的理论与实践指导。

| Abstract: | This paper analyzes the status quo of household waste fee and provides the PAYT from the perspective of economic stimulus.It analyzes the principle,economic theory,charge and accounting types,principles of implementation,influencing factors and ensuring conditions of implementation in order to offer the theory and practical guidance on household waste fee. |
