| 摘 要： | 以政府规制在上汽乘用车自主开发能力历史演进过程中的作用为例,说明了政府规制是企业自主创新活动的重要影响力量,揭示了政府规制对企业自主创新的直接作用机制和间接作用机制,明确了政府在出台规制措施时必须综合考虑两种机制及多种力量之间的相互作用。
