| 摘 要： | 不同国籍、不同民族的学者和学生间的交流是国际上共享知识的主要手段。日本的留学生30万人计划就是促进大学人员国际化,尤其是吸引外国留学生的策略之一。本文通过对该计划的分析,探讨了日本政府高等教育国际化策略的特点,即通过提高学生来源质与量的国际化程度,促进其高等教育国际化的步伐。另外,本文还探讨了高等教育国际化进程中,国家到底应该如何开放的问题。

| Abstract: | This paper analyzes the 300,000 Foreign Students Plan of Japan and discusses the characteristics of higher education internationalization strategies of the Japanese government.The author points out that the Plan is a strategy to expedite the internationalization of university students,especially to attract foreign students by improving the quality and quantity of the student resources. |
