| 摘 要： | "以县为主"是基础教育管理领域的一种新的制度安排,其意图在于缓解"分级办学,分级管理"所造成的教育公平和效率之间的矛盾和冲突.但从我国基础教育发展的实际情况来看,"以县为主"难以适应我国区域差距巨大的现实国情和新的历史条件下人们对于教育公平的新要求.有必要根据基础教育的性质和发展需要重新理解基础教育领域公平和效率的关系,确立正确的基础教育发展价值取向,从而深化基础教育管理体制改革,促进基础教育公平发展.
