Due to modern information technology and the application of interNet,the citizen's political participation through InterNet has become a newly appeared but widely accepted type.The citizens are enthusiastic because of the lowcost-but-high-benefit in the participation and the Government 's great attention to it.Currently,agrowing disorder of such participation indicates the insufficient response from the Government.So it is necessary to promote the innovation capability,enhance and improve it for a better organization and specification to the participation so as to achieve a dynamic balance between the need of participation from the citizens and the acceptance from the Government.
